Distance learning did not start with the arrival of new information technologies. Nevertheless advances in the field of information technologies, however, provided new possibilities. Today, new information technologies, such as videoconferencing, enable all students, even the ones who live in small towns, to get excellent education and from a variety of institutions.

Participants of CUC'99 had the opportunity to share their results and thoughts about web based training - tools and techniques.
Some of the issues discussed on the conference were: How to ensure successful collaboration between technologists and teachers? Is videoconferencing only a high-tech part of a whole picture? What are the actual problems? Can we design a successful model? Must we change the teaching/learning model?
