Rules of The Web Festival






1. General criteria

The Web Festival is a special event within the CARNet Users Conference CUC 2000. The goal of the Web Festival is to give authors the opportunity to present their achievements and users to compare and evaluate authors' work. Thus the contest aims to raise the quality of Croatian information space. This year, the Web Festival will be the contest for the best Web portal. A portal is a Web site that serves as an entry point into the Internet information space. A typical portal has a search engine and/or a subject catalogue combined with other services and interactive content. The Web Festival Jury will make a selection of a certain number of best Web sites among the sites applied. Authors of the selected Web sites will have the opportunity to present their Web sites on the Conference. The best Web sites, among the selected, will be officially awarded on the Awarding Ceremony at the Conference. All visitors of the official Web site will have the opportunity to vote for their favorites. The site with the maximum score will be awarded a special prize - "Users' Choice".

General criteria for the application of Web portals are:
  • The author or the owner of the Web portal is:
    • A natural person who is a citizen of the Republic of Croatia or
    • A natural person from the Croatian emigration or
    • A juridical person registered in the Republic of Croatia or
    • A juridical person (company, institution, ...) registered outside the Republic of Croatia owned by a member of Croatian emigration or

  • Neither the author nor the owner of the Web portal is from Croatia, but the content of the Web site is related to Croatia
The language used on the Web sites can be either Croatian or English. A single Web portal can be applied for the contest by only one person or a natural person on behalf of a juridical person. These rules set the criteria for the selection of Web portals which enter the final competition and the criteria for their evaluation.

Web sites can be applied only via the application form at http://www.carnet.hr/cuc/Webfestival/wfreg.html.

This Web form is open for applications from April 1, 2000 to September 8, 2000. The design and structure of Web pages should not be changed after the September 8, otherwise the submitted Web portal may be disqualified from the contest. The list of the selected Web portals will be published on the official Web site of the Conference not later than September 20, 2000. The results of the contest will be announced at the Conference.

2. Categories of Web portals

Web portals can be applied in three categories.

It is important to put the Web site into the appropriate category since the evaluation will be made separately for each of the categories.

A single Web portal can be applied only in one category.

Categories are as follows:

a) general portals
- portals that serve as an entry point into the information space either as a subject catalog or a search engine
- they aim to be an all-round entry point to the network, no matter what the requirements are
- examples: http://www.yahoo.com, http://www.altavista.com

b) subject-based portals
- serve as an entry point for finding resources in a particular subject matter
- the subject matter must be precise
- the scope of the subject is not relevant, but the definition of the subject must correspond with the content of the portal
-examples: chemistry, medicine, fishing, sport
- example: http://www.ihlth.com/

c) portals for special interest groups
- serve as an entry point for finding resources for a particular group of users
- examples of interest groups: students, members of a particular profession, employees and users of a particular institution, hobbyists, athletes etc.
- example: http://www.digitalessays.com/


3. Course of the contest

After the applications close, the Web Festival Jury will start evaluating applications according to these rules. Web sites will be evaluated in three rounds

3.1. First round

The purpose of the first round is make a selection of best portals which will be further evaluated. The evaluation is done according to the criteria described in the fifth chapter and the points range form 0 to 2.
In the first round, the Web Festival Jury will evaluate applications in four groups. Each group will evaluate one fourth of the total number of applications.
All applications that receive 40% of the total score will go into the next round.

3.2. Second round
In the second round, Web sites are evaluated according to the same criteria, but the points range form 0 to 5. After the second round Web portals with the highest score will enter the final competition. The final competition will have 15-21 Web portals (5-7 Web portals in each category).
Each member of the Web Festival Jury will evaluate all Web portals which have passed the first round.
A detailed description of the system of evaluation is described in the fifth chapter of this document.
In case of a tie the Web Festival Jury will make the decision on the final order.

3.3. Third round
In the third round, using the system of evaluation applied in the second round, the Web Festival Jury will make the final decision on the awards and mentions of the Jury in each category.
An award or a mention of the Jury can be given only to a Web portal which has entered the final competition after the evaluation in the second round.
In case of a tie the Web Festival Jury will make the decision on the final order.
A detailed description of the system of evaluation is described in the fifth chapter of this document.


4. Awards

Among five to seven Web sites in the final competition, the Jury will, in each category, select one Web portal - the winner and two portals for the mentions of the Jury. Awards and mentions of the Jury will be presented by members of the Jury during the Conference.
Beside the official part, a special contest for the "Users' Choice" award will also be organized. This award will be presented by a member of the Jury during the Conference.
All Web sites that have been selected in the final competition by the Web Festival Jury are equally eligible for this contest regardless of the category they were applied in.

5. Criteria for the selection of the final competition and winners

These rules are enacted by the Program Committee and created by the core of the Web Festival Jury, consisting of four members:
  • Sonja Priscan, Web Festival Jury chair;
  • Hrvoje Stipetic, Web Festival Jury member;
  • Maja Smit, Web Festival Jury member;
  • Mladen Vedris, Web Festival Jury member;

The full Jury will do the selection and evaluation of Web sites. The Web Festival Jury consists of the core and the following associates:

  • Mihaela Banek, Web Festival Jury member,
  • Dario Susanj, Web Festival Jury member,
  • Marina Mihalic, Web Festival Jury member,
  • Dubravko Penezic, Web Festival Jury member,

The members of the Web Festival Jury are prohibited from participating in the contest.
