CARNet Users Conference began with the Opening Session which took place September 28th, 1999 at the Faculty of Electrical Engineering and Computing in Zagreb.

Opening Session was hosted by CARNet CEO Mrs Jasenka Gojšić who gave a brief introduction into CARNet and goals and expectations from CUC'99.
Guest speakers at the Opening Session were Viceminister at the Ministry of Science and Technology Nikola Ružinski, Ph.D., Rector of the University of Zagreb, Branko Jeren, Ph.D. and Deputy Minister at the Ministry of Science and Technology, Predrag Pale,M.Sc. .

Mr. Ružinski expressed his hopes that this conference would lead education in Croatia to a higher level and stated that computer networks now give everybody the opportunity for a better education.

Mr. Jeren hosted a videoconference with Split, Rijeka and Osijek and mentioned that videoconferencing enabled him to teach students at the University of Osijek from Zagreb.

Deputy Minister Predrag Pale gave a speech on "Educational Industry" and modern technologies. He gave an overview of the possibilities of new information technologies in education and emphasised that "Educational Industry" will be one of the strongest industries in the future world and especially in Croatia.

The final conclusion was given by Mr. Miroslav Milinović, Program Committee Chair, who gave a brief overview of the conference and its topic.

After the Opening Session all participants and guests were invited to attend the welcome cocktail.
