The paper describes Ukranian experience in telematic-based distance learning. Specific features of Ukrainian telecommunications and Ukrainian audience are concidered. To use telematics in the whole volume it is necessary to improve the state of computer networking in Ukraine and in particular, create national education network that would be able to support the development of educational network technologies. Another obstacle of the Internet use is the necessity of using English as the most widely represented language of the global network. With evolution of national resources of the world this problem will be transformed into ensuring multilingual access to the resources. To introduce telematics in schools and higher educational institutions it is necessary to organise appropriate and effective telematics-based teachers training. WWW-based courses on distance course design and development for teachers training are presented. We have to present to teachers who wish to master telematics-based courseware design some chain of the models, methods, courses and study guides (from CIT literacy to multimedia telematics-based courseware design) to improve their skills and knowledge in instructional telecommunication technologies.
