Dumb-Down Principle for qualifiers

• The fifteen elements should be usable and understandable "as is" -- without qualifiers

• If your software or retrieval interface encounters a new or unknown qualifier, it can simply ignore it

• "Dumb-Down Principle": cover the qualifiers with your hand and ask:

  • Does the statement still make sense?
  • Is it correct?
