Idea of such decentralization is to make information available on the net as soon as it is produced.
Usually it is information that is always same in structure, but change often.
Design of the pages was done with student population in mind.
Link in the middle of the pages, using bright colors, having three great-animated gifs at the beginning of the page resulted not only in great "young" design, but also in very "readable" pages.
